Role and Responsibilities:
International Cooperation Analysis includes advising and assisting oversight of cooperative programs in science and technology between the U.S. Department of Defense and all international allies and coalition partners. Additional support includes providing consultation services on acquisition life cycle processes with emphasis on integration of efforts across the military needs, acquisition/technology development and PPBE processes for DoD science and technology investment strategies.
Shall provide expertise in NATO, TTCP, DTTI, and other allied and coalition operations, and general international experience.
Shall support all international efforts including NATO, TTCP, DTTI, and other international engagements as applicable.
Responsibilities may include Program Management, responsibility for contractual execution, deliverables, customer management, and on-site team leadership.
Tasks include:
Specific tasks include but are not limited to:
  1. Assessments and evaluations of research documents and presentations from the NATO Science and Technology Organization and other specified countries included in international organizations/partnerships.
  2. Planning and execution of meetings and forums between senior US officials and their international counterparts. Prepare agendas, background briefings, coordination papers, decision papers and other information pertinent to the topics for discussion.
  3. Writing of country papers that address science and technology capabilities within specified countries (especially NATO, DTTI, and TTCP member nations) as well as delineating the relationship between that country's science and technology community and the United States.
  4. Identifying science and technology being conducted in the Department of Defense and its partners that may have application to other Departments and Agencies of the U.S. Government.
  5. Identifying areas within the acquisition processes, JCIDS and PPBE where technology transition could occur without causing major perturbations to ongoing efforts and programs of record.
  6. Data entry and extraction from the DoD International Agreements Data Base.
  7. Create and manage international engagement planning and schedule across existing NATO and DTTI agreements as well as beneficial future engagements with other international partners
  8. Coordinate Joint Commissions and oversee joint tasks between the ASD(R&E) and the International Cooperation Directorate (ICD) for the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD (AT&L)).
  9. Coordinate, synchronize, and enhance the DTTI effort and multilateral initiatives, which includes U.S. – India defense cooperation and other U.S. – Asia/Pacific region initiatives.
  10. Study, analyze, and make recommendations for trilateral cooperation with Japan and Australia including the activities of the US-Japan Systems and Technology Forum (S&TF) and the Australia - U.S. Ministerial (AUSMIN) Defense Acquisition Committee (ADAC).
  11. Facilitate interagency and multilateral agreements between the Government and governmental and non-governmental agencies in the Asia-Pacific region. In addition, serve as a liaison between members of USD (AT&L) and international representatives including—but is not limited to—Indian contacts associated with the DTTI as well foreign nationals involved in Japan and Australia efforts.
  12. Provide advice and recommendations for the management and execution of TTCP, to include developing concept proposals and implementation plans to improve management procedures and process efficiencies within TTCP and conduct analysis of TTCP strategic initiatives and provide recommendations for improvement.
  13. Provide coordination on the development of Memorandum of Understanding (MOU), Project Arrangements, and Designated Disclosure Authority Letters (DDL).
  14. Provide support for TTCP outreach programs.
  15. Serve as the point of contact for Washington-based Military Multifocal meetings. Additionally, assist in the preparation and evaluation of award packages, business case submissions, and group presentations.
 Other Experience, Qualifications, Skills and Education Requirements:
Top Secret clearance required, with ability to obtain/maintain SCI.  DCID 6/4 eligibility within last 5 years preferred.
Demonstrated proficient writing skills.
Project and Program budget design and analysis.
Program management experience, team leadership, and CDRL performance.
Bachelor's degree in STEM highly preferred, Graduate degree preferred
Preferred Skills:
- Foreign language fluency, written and/or oral, particularly Hindi languages is highly desired
- Minimum 5 years experience, preferably with knowledge of international armaments cooperation and DoD S&T, PPBE
Additional Information:
Applicants selected will be subject to a security investigation and will need to meet eligibility requirements for access to a classified and sensitive compartmented environment and information.
MUST be able/willing to travel CONUS and OCONUS 15%
